SBA Loans for Startups: What Actually Gets Financed

SBA Loans for Startups: What Actually Gets Financed

SBA Financing for Startups
The Honest Answer on SBA Loans for New Business Owners

SBA loans for startups can finance new businesses, but lenders view a business with no operating history very differently from one with three years of financials. Most independent startups do not clear the underwriting bar.

 Business Acquisition
The Startup Path We Finance Most Often

At TowneBank SBA Lending, the startup path we finance is franchise ownership, where a proven concept and established operating system change the risk profile.

Startup SBA Financing
When an SBA Loan for Startup Ventures Works
& When It Doesn't
When SBA Financing May Not Be the Right Fit
Restaurants and food service
Will not be considered. If this is your business, a conventional commercial lender may be the appropriate alternative.
Concepts not listed in the SBA Franchise Directory
The SBA does not permit SBA financing for unlisted concepts at any lender. Consider a conventional financing option.
Businesses that exist only as an idea
With no equity injection, relevant experience, or business plan. Build those fundamentals first, then explore appropriate financing.
Standalone working capital or a line of credit for a new venture
For that need, a conventional financial institution is the appropriate starting point.

Startup SBA Financing
Why an SBA Loan for a Startup Is Judged Differently

SBA lending is fundamentally based on cash flow; underwriting asks whether the business can generate enough cash to service the debt. An operating business can answer that question with three years of financial statements. A startup or early-stage business cannot. Its projection is a theory about future performance, rather than evidence of past performance.

When operating history is lacking, lenders look more closely at factors that can be verified, such as the borrower's:
1
Own Capital at Risk
(equity injection or down payment)
2
Relevant Management
or Industry Experience
3
Whether the Business Model
Has Already Demonstrated
Its Potential
Why Franchise Ownership Can Be Different

It's due to these factors that franchise ownership may present a different risk profile than completely new business financing when it comes to evaluating a request for an SBA-guaranteed loan. A proven franchise concept has a track record across many units, the franchisor provides an established operating system, and unit economics can be documented. An SBA 7(a) loan can finance that type of startup when the project meets applicable requirements.

Why Business Acquisition Is Different

Buying an existing business can be an even more direct path to ownership. The buyer acquires revenue, customers, and staff, and our underwriting team can evaluate the transaction against real operating numbers.

The Key Distinction

The distinction in eligibility requirements is not about ambition, effort, or ideas; it is about what a lender can verify.

Startup SBA Financing Process
If You Do Qualify for an SBA Startup Loan, This Is the Process

The loan process is the same for first-time business owners as any other SBA deal; the difference is the bar for proving the business can support the debt.

Seven-Step Process

Our process follows seven basic steps: pre-screen and term sheet, submission and underwriting, closing and servicing, and an additional construction review (when applicable).

The pre-screen is the lowest-cost way to find out whether your startup project appears to fit, as it provides an early financing assessment without a commitment to lend.

Come Prepared with the Following

For a startup, founders should come prepared with:

1. Business Plan & Projections
A business plan and projections
2. Equity Injection Documentation
Documented proof of your equity injection’s source
3. Liquidity Verification
Evidence of liquidity remaining after the injection
4. Franchise Documentation
The Franchise Disclosure Document (for franchise deals)

What Underwriting Reviews

Our underwriters will also assess the borrower’s tax returns, credit history, and collateral position while considering the overall loan amount and repayment terms, for a big-picture assessment of creditworthiness and ability to service the debt.

Why Start with a Pre-Screen?
The pre-screen is the lowest-cost way to find out whether your startup project appears to fit, as it provides an early financing assessment without a commitment to lend.

Ownership Paths for New Business Owners
Three Real Paths for SBA Loans for New Business Owners
1
Buying an Existing Business

For a first-time business owner, buying an established business is often the more direct route to ownership, with underwriting based on real operating numbers.

2
The Independent Startup

Independent startups are possible, but rare, and held to the highest bar in our credit guidelines. See the eligibility section above for the requirements.

Review the eligibility guidance above before moving forward.
3
Franchise Ownership: The Startup Path We Finance

For selected concepts listed on the SBA Franchise Directory, franchise ownership can combine the franchise fee, leasehold improvements or build-out, equipment, working capital, and other eligible fixed assets in one loan.

Independent Startup Qualification
Proving Creditworthiness: The Bar for an Independent Startup SBA Loan

Independent startups face the highest bar in our credit guidelines. The requirements are specific:

30%
Equity Injection

A minimum of 30% equity injection on Total Project Cost (meaning the cash you put into the project).

13
Months of Liquidity

Owners must still hold at least 13 months of living expenses in liquid savings (meaning funds that remain available to you) after making that injection.

Why These Requirements Exist

This liquidity requirement recognizes that a new business may not pay its owner for some time. Without reserves, the borrower could face financial strain, and loan repayment could suffer.

These are the highest requirements in our credit guidelines across all SBA loan programs. We state them plainly so you can determine early whether an SBA loan for an independent startup is feasible before spending weeks assembling a file.

Standard SBA Eligibility

Standard SBA eligibility also applies to these requests, so you must be a U.S. citizen with a U.S.-incorporated, for-profit business. On the 7(a) path, the all-available collateral rule applies to owners with 20% or more ownership.

Industry Restrictions

Additionally, we do not consider restaurants or food service startup loans.

Before You Proceed

We recommend reviewing the SBA 504 loan program and SBA 7(a) loan requirements before proceeding. If your deal does not fit these requirements, then a conventional small business loan with a bank or credit union or alternative financing may be a better fit.

Ownership Comparison
Three Paths to Business Ownership

Not every ownership opportunity is evaluated the same way. Compare the three most common paths to ownership based on what underwriting considers, the capital typically required, and how frequently TowneBank SBA Lending finances each type of transaction.

Path What Underwriting Considers How Much Cash Is Typically Required How Commonly TowneBank SBA Lending Finances It
Start From Scratch Capital, experience, business plan, projections, liquidity At least 30% of total project costs, plus living expenses Rarely

Buy an Existing Business Operating history, financials, purchase terms, experience Project dependent; up to about 90% may be financed Routinely

Startup Financing Questions Answered Directly

  • No. Independent startups require a minimum 30% equity injection on Total Project Cost, plus 12 months of living expenses in liquid savings afterward.
  • No. We do not consider restaurants and food service businesses. A conventional banker is the appropriate alternative.
  • There is no official minimum. Credit is one factor alongside cash flow, experience, capital, and the equity injection.
  • Relevant management or industry experience matters, along with your capital, liquidity, projections, business model, and ability to service the debt.
  • A franchise can present a stronger case because it has a proven concept, established operating system, and documented unit economics.
  • Buying an existing business is an established path to ownership, with underwriting based on actual financial and operating history.
  • For a startup, projections are necessary because historical financials do not exist. However, projections only estimate future performance; they cannot replace evidence of past performance.
